Is Noosa Insight a prototyping tool or a full Power BI build service?

It starts as a prototyping workflow. The point is to shape the dashboard before a build starts. Once the direction is approved, that can move into PBIT or PBIX delivery.

Why not just build the dashboard right away?

Because most rework does not come from the tool. It comes from unclear decisions. A prototype gives teams something concrete to react to before the expensive part starts.

What does the prototype include?
